What the instrument is
Renewable Energy Certificates represent the environmental attributes of generated electricity, separated from the energy itself. They are used both for regulatory compliance under renewable portfolio requirements and for voluntary procurement claims, and the same organization often holds them for both purposes simultaneously.
Why it is hard to control
RECs are frequently managed within energy procurement rather than within finance, tracked against contracts and generation schedules instead of as inventory with a basis and a lifecycle. When they are retired against a public procurement claim or a regulatory requirement, the evidence chain has to be assembled retrospectively.

Held unencumbered and included in the certificate position.
Committed to a pending retirement or transfer.
Retired against a compliance requirement or a procurement claim, with confirmation recorded.

How the compliance position is derived
Compliance requirement
Where a renewable portfolio requirement applies, the requirement is tracked as an obligation with its period, entity, and outstanding quantity.
Procurement target
Voluntary procurement targets are tracked in the same model, so progress is measurable from the system rather than reported narratively.
Eligibility by market
Geography, resource type, and vintage determine where a certificate may be applied; the rules engine evaluates this and records the basis on the asset.

Valuation and treatment
- Acquisition basis is recorded whether the certificate was contracted, bundled, or purchased separately.
- Retirement cost derives from the recorded basis of the layers applied.
- Market valuation uses loaded prices by market and resource type where observable.
- Accounting events carry the returned ledger document reference.
- Position and value are reportable by facility, resource type, and geography.
